Clark Davis
Clark Davis is the Chief Executive Officer & President of Highland Resources. He is responsible for overseeing and leading the company’s business activities including all phases of strategic planning, acquisitions, development, financing, operations, tax planning, and risk management. Clark also oversees all governance policies and procedures within the company and provides reporting to the board of directors and shareholders.
Prior to joining Highland, Clark served as the National Business Development Partner at Transwestern. He completed the negotiations, planning and execution of venture agreements across the national platform. Other previous experiences include 16 years with Hines during which he served as Senior Managing Director/Senior Vice President of Development, Asset Management and Leasing, TIER REIT as Managing Director, and VanTrust Real Estate as Executive Vice President.
Clark holds a Master of Business Administration degree with a concentration in Finance from Vanderbilt University, and a Bachelor of Business Administration degree in Marketing from Baylor University. Clark is a member of ICSC and NMHC.

Rachel Jacobs
Rachel Jacobs is the Senior Vice President/Senior Managing Director of Finance for Highland Resources. Her responsibilities include overseeing the accounting operations, financial reporting, budgeting & forecasting, project financing, coordinating insurance coverage, tax planning & compliance, and Treasury management. She is also the Asset Manager for commercial and rural land holdings in the Houston metropolitan area, and acts as Highland’s corporate secretary for partnership formation, documentation and administration.
Prior to joining Highland, Rachel was a Senior Consultant/Auditor at BKD, LLP.
Rachel received a Bachelor of Business Administration in Accounting and General Business from the University of Houston- Downtown. She is currently a member of the American Institute of Certified Public Accountants and the Texas Society of Certified Public Accountants. Rachel is a member of ULI and CREW.

Bill Neeson
Bill Neeson is Senior Vice President of Construction and Development for Highland Resources. Bill is responsible for all construction and development related activities associated with HRI’s existing assets and future investments.
Prior to joining Highland, Bill served as Senior Vice President and head of construction for the Texas Division of Brookfield Properties. At Brookfield, Bill had oversight of a construction department engaged in multiple capital redevelopment activities and ongoing landlord work associated with a portfolio of office, retail and hospitality assets in excess of 10 million SF. In addition, Bill directly managed the $100M capital renovation of Houston Center, a 4.2M square foot mixed use development in downtown Houston. Other previous experience includes 23 years with Hines Interests, where he served as Vice President of Construction, managing new development projects and large renovations of over 4M SF valued in excess of $2B dollars.
Bill earned a B.S degree in Building Construction from Texas A&M University in 1988. He serves on the board for Catholic Charities of the Archdiocese of Galveston Houston, St. John XXIII College Preparatory High School in Katy, TX, and Construction Career Collaborative (C3). Bill is a member of NAIOP.

Jeff Simmons
Jeff Simmons is the Managing Director of Operations for Highland Resources. He manages HRI’s assets in the Austin, Texas area and is also part of the development team for the Magnolia project in Charleston, South Carolina.
Over his 30 years of experience in commercial real estate, Jeff has worked on a portfolio of multi-family projects, acquisition and disposition of commercial lots, office spaces, and retail buildings.
Jeff received a Bachelor of Business Administration from Southeastern Louisiana University.

Esther Wood
Esther Wood is the Director of Accounting for Highland Resources. She is responsible for the accounting and month-end close of various Highland entities as well as preparing monthly financials, coordinating with the external auditors, and supporting the operations team. She is also the Asset Manager for the Highland Deephaven property located in Scotland.
Prior to joining Highland, Esther had 12 years of public accounting experience, primarily in the construction contractor sector.
Esther received a Bachelor of Business Administration and Master in Accounting from Texas A&M. Esther is a member of NAIOP and CREW.

Senior Director, Finance and Asset Management
Marie Linwood
Marie Linwood is the Senior Director, Finance and Asset Management for Highland Resources. She supports senior leadership with strategic decision-making by providing financial modeling and thorough evaluations of new acquisitions and investment opportunities. Additionally, she analyzes the financial performance of the existing portfolio through assessing the individual properties’ valuations and operating performances to create business plans that drive long-term value to the portfolio.
Prior to joining Highland, Marie was on the Investment and Capital Markets team at Midway Companies where she managed the performance of the multifamily and the hospitality portfolios. Marie’s other experience includes being on the Asset Management team for TIER REIT where she supported the reporting, forecasting, budgeting, acquisition, and disposition of over $750M in Class A office assets, and Situs’ Advisory team where she specialized in CMBS services for various investment banks.
Marie received a Bachelor of Business Administration in Finance, Management, Entrepreneurship, and Economics from Baylor University. Marie is a member of NMHC and CREW.

Franny Edmundson
Franny Edmundson is the Director of Project Management and Construction at Highland Resources. She is responsible for overseeing projects from initial concept through construction completion, including managing the project’s financial analysis, pre-development, design, entitlement process, and budget.
Prior to joining Highland, Franny worked at Midway on their Investment & Development team and Acquisitions team where she managed pre-development for mixed-use master planning, multifamily, and boutique office developments as well as the financial and conceptual analysis of ground-up and repositioning acquisition opportunities. Franny’s other experience includes overseeing multi-million-dollar projects as assistant superintendent for Forney Construction and as the owner rep, staff lead for Stages Theatre.
Franny graduated from the University of Richmond with a Bachelor of Arts in Philosophy, Politics, Economics, and Law with a concentration in Economics. She is a member of ULI.

John Schaffitzel
John Schaffitzel is the President of Highland Industrial Park, East Camden Highland Rail, and Shumaker Public Service Co. He is responsible for the day-to-day operations of HRI’s largest asset including the direct supervision of onsite employees, chief negotiator on terms of leases and agreements with tenants and third-party vendors along with building and maintaining those relationships. He is the driving force of profitability in real estate, facility management, finance and operational asset management.
Prior to joining Highland Resources, John was the Executive Director of Real Estate and Development for MidAmerica Industrial Park in Pryor, Oklahoma. His responsibilities included management of the real estate, water, and waste treatment operations, construction management focusing on the long-term sustainability of the park through master planning, infrastructure improvements, and business retention and expansion. John’s other experience includes over 20 years in the construction industry, where he has held positions as Vice President and Construction Project Manager.
John received a Bachelor of Science in Construction from the University of Oklahoma.

Stuart Hall
Stuart Hall is the Senior Director of Project Management at Highland Resources. He is responsible for overseeing the pre-development, design, and entitlement process while managing the development budgets and re-forecasts. He also assists in financing and capitalizing new development projects.
Prior to joining Highland, Stuart served at Crescent Communities, in Charlotte, N.C., after beginning his career in commercial lending with Whitney Bank and Fidelity Bank in New Orleans.
Stuart received a Bachelor of Science degree in Finance from Louisiana State University, and a Master of Real Estate Development degree from Clemson University. Stuart is a member of Leadership Charleston and the Urban Land Institute.
